Today, there are many petrochemical and power plants and Oil & Gas facilities in Malaysia, Due to the industry’s major contribution in terms of revenue to its players, the industry continue to see growth and expansion both in Malaysia and overseas.  As the industry is technically complex it requires a highly skilled workforce who are normally marketable anywhere in the industry around the world which translates to better earning capacity.

To recap, in 1970’s – 1980’s, Sarawak Shell Berhad has ever conducted an in-house artisan skilled training to prepare its workforce for its operations nationwide, and many of these artisan trainers were either senior executives in various companies around the world or running their own businesses. Due to lack of facilities to cater for artisan skilled further learning in Malaysia, such training were done abroad as there are abundance of such facilities in Europe and USA.

This said institute of further learning is meant to provide the industry with competent and ready to start work personnel with better knowledge on the industry and details of their scope of work, and to provide upgrade courses for further skills enhancement. In Malaysia, there are a number of institutions that provide short term training for specific requirements (such as Safety Training) or specific trades (such as welding and scaffolding), and Malaysia for instance is well known to have produced the most and competent scaffolders for the world oil and gas industry.

Generally, most institutions of higher learning are focused on producing graduates without reviewing the needs of the local industries, and as a result there are many graduates who are either unemployed or working in a different field from their profession thus not exploiting the true potential talent of Malaysian graduates. Therefore, this institute of further learning is meant to produce qualified and skilled personnel tailor‐made to meet the needs of the industry, by continuously reviewing and improving the courses to maintain its relevance in the ever changing and demanding industry. The courses could be academic in nature, preparing students in the more “technical’ based disciplines or skill courses for specific discipline or work scope.
